A new Monitoring and Evaluation Reporting Template has been conceptualized and presented to stakeholders of the oil and gas industry by the Nigerian Content Development and Monitoring Board (NCDMB).
This is in line with the provisions of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 and the Nigerian Content 10-Year Strategic Roadmap. The new template was unveiled at a sensitization workshop organized recently by the Monitoring and Evaluation Directorate of the Board in Lagos.
The new template was designed to enhance the monitoring and evaluation framework, simplify templates, and encourage stakeholdersβ cooperation towards achieving the 70% Nigerian Content target as envisaged under the Nigerian Content 10-Year Strategic Roadmap by 2027. Engr. Jefferson Tuatongha, General Manager, Upstream Monitoring, NCDMB, outlined the workshop’s objectives which included addressing reporting challenges, introducing new templates and preparing for automation.
In keeping with the Boardβs collaboration with the industry in the creation of key policies, he encouraged stakeholders to provide their feedback on the template until the end of November 2023. He assured that stakeholdersβ comments and inputs would be considered before the template is finalized and issued for implementation.
Ms. Alexis Emelle, Manager, Complaints & Investigation, Monitoring and Evaluation, NCDMB, said that the goal of enhancing the MED reporting template is to facilitate automation and real-time reporting on the NOGICJQS platform. Other objectives are to streamline reporting processes and enhance Nigerian Content in the oil and gas industry.
She stated that the workshop was geared towards encouraging stakeholdersβ engagement and feedback and canvassed support for the goals of the Nigerian Content 10-year Strategic Roadmap. Other discussions at the workshop centered around project reporting templates designed to capture work packages, facility operation and maintenance reporting templates, expatriate quota and succession plan reporting templates, legal, insurance and financial reporting templates and materials procurement templates.
Others are procedures for advertisements, Invitation To Tender, Nigerian Content Plan, commercial submissions, and the Nigerian Content Compliance Certificate.
