Namibia is the new exploration hotspot! New discoveries were announced by Shell and TotalEnergies and have proven the petroleum potential of this part of West Africa, which was long overlooked by major oil companies.
Canadian Global Energy Forum (CGEF) are pleased to have three speakers joining them: Maggy Shino, the Petroleum Commissioner for the Ministry of Mines and Energy, Victoria Sibeya, Executive for Namcor’s Upstream Exploration, and Gil Holzman, President and CEO of Eco Atlantic Oil & Gas.

Maggy will discuss the recent discoveries along with the petroleum licensing system within Namibia.
Ms. Shino is the Petroleum Commissioner for the Petroleum Directorate of the Ministry of Mines and Energy in Namibia. She has been with the Ministry of Mines and Energy for 18 years and brings more than twelve years of experience in the exploration and production sector of the oil and gas industry and two years of experience in renewable energy. Maggy’s current role includes responsibility for the promotion of oil and gas investments, negotiating petroleum agreements, issuing of licenses, and the administration of the Petroleum Exploration and Production Act. Maggy has served as a board member of Namibia’s Petroleum Training and Education Fund (Petrofund) since 2012. She holds a Master’s degree in Petroleum Geochemistry from the University of Newcastle (UK), a BSc degree in Biology and Chemistry from the University of Namibia, and a diploma in Upstream Management of Petroleum Development and Operations from PETRAD, Stavanger (Norway). Maggy is also the recipient of the Global Women Petroleum & Energy in Africa 2017 Award that was bestowed upon her at the 9th Global Women Petroleum & Energy Club for Africa.
Victoria Sibeya, Upstream Exploration Executive at NAMCOR
NAMCOR, Namibia’s National Oil Company
Victoria will speak to role of NAMCOR within Namibia and the geological potential.
Victoria serves as the Executive for Upstream Exploration at NAMCOR, her role entails leading the Upstream Exploration team to grow NAMCOR’s hydrocarbon exploration portfolio by developing business opportunities in line with the company strategy. She is a Geologist by profession and she holds a Master’s degree in Geology from the University of Namibia. In addition, she also holds a Bachelor of Science degree in Geology from the University of Port Elizabeth, South Africa (Nelson Mandela Metropolitan University) as well as a Bachelor of Science degree in Geology and Chemistry from the University of Namibia. Victoria has been with Namcor for 16 years and prior to joining NAMCOR, she worked for the Ministry of Mines and Energy as a Geoscientist.
Gil Holzman, President, and Chief Executive Officer, Eco Atlantic
Patience Pays in Oil in the Land of the Brave
Gil Holzman will give a brief overview of Eco’s experience operating and exploring in Namibia for the past 11 years and the effect recent big oil discoveries will have on the nation, as Namibia is the exploration hot spot to be in.
Gil has 25 years of experience in the mining and energy sectors throughout South America and Africa. Prior to co-founding Eco Atlantic, Gil was a co-founder of GP Minerals Ltd, a private resource investment and development company, and, between 2003 and 2006, he was the Managing Director of Bombardier Inc’s Middle East Region. Gil has also held a variety of strategic consultancy roles, including co-founding political consultancy, GCS Issue Management Ltd. Gil has a BA in Business Management and Finance and an LLB in Israeli and International Law from IDC Herzilya. He also has an MBA from The Arison School of Business.
