Namibia Appoints Victoria Sibeya as its Substantive Managing Director

The Namibia State Oil Company (NAMCOR) Board of Directors announced the appointment of Victoria Sibeya as the sixth substantive Managing Director of the national oil company, effective from 1 July 2026 for a period of five years.

Ms. Sibeya is no stranger to NAMCOR having served the national oil company in different capacities, from the first female Geoscientist to Asset Manager, among others, since 2006. Up until her new appointment, Ms. Sibeya served as Executive Upstream Exploration, a position she has held since April 2019.

Ms. Sibeya academic credentials speak volume, having attended the prestigious University of Aberdeen where she obtained Masters of Business Administration (MBA) graduate, she also has various academic qualifications which include: Masters of Science (MSc) in Geogology – University of Namibia, Executive Management Programme  University of Stellenbosch Business School, Bachelor of Science in Geology (Honours) Nelson Mandela Metropolitan University and Bachelor of Science in Geogology and Chemistry University of Namibia.

 Ms. Sibeya’s work experience has spanned major, renowned establishments; she has served as Secretary for the Africa Region of the American Association of Petroleum Geologists and is currently a Trustee on the Petrofund Board of Trustees.

She is a recipient of several awards, including the May 2025 Rising Star Diamond of the Month Award from the Diamond Training Institute, Frontier Energy 2025 Emerging Leadership for the future, and the International Energy Conference (NIEC) 2026 Women in Energy Leadership Award for her contribution to the energy sector and efforts to advance female interest in the male-dominated sector, amongst many others.

The Board has full confidence in Ms Sibeya’s ability to provide the leadership required to guide NAMCOR through the current energy landscape and position the organisation for sustainable growth. As Namibia enters a transformative era in its energy sector, the Board is confident that her strategic and ethical leadership will strengthen NAMCOR’s role in advancing national energy security, commercial resilience, and long-term value for all stakeholders.

At the same time, the Board wishes to thank Mr. Mtundeni Ndafyaalako, who served as acting Managing Director from 1 March 2026 up until this substantive appointment.
